In view of social economy and cultural education, it analysed the main cause to the unbalanced development in national keep-fit programme, and suggest that we should build a good social environment through improving consciousness and promoting propaganda, strengthen western area s economic construction to lay the foundations of harmonious development and enhance western area s.

The course and ending success of Beijing s bid of 2008 Olympic games, which deeply influenced the national keep-fit programme s depth and width, increased peoples consciousness upon national keep-fit programme and speed up the construction of exercise facilities.
