【日本产业投资特别会计】日本政府财政投融资计划的重要资金来源。‘它与大藏省资金运用部资金、简易保险资金一起，共同构成财政投融资计划的财政性资金来源。该顶特别会计是日本政府众多特别会计的一种，最初是承接美国对日本援助物资资本特别会计而创设的。目前，其资金来源主要是一般会计的转人和贷款本息收入，而资金运用一是直接投资于国有企业、公共事业、公团等，二是提供资金给有关的政策性金融机构。由于该项特别会计的投资中有相当一部分是从政府一般会计中转人的，具有无须偿还的特性，这就降低了政策性金融机构的资金成本，使它们有能力提供长期低利的优惠贷款。
