临时反倾销措施是指被调查产品的进口方政府经反倾销调查后，初步认定存在倾销并且认定倾销给其国内产业造成了损害，而对外国进口产品采取的临时限制进口的措施。这一措施的主要形式有：临时反倾销税、现金保证金、保函或其他形式的担保、预扣反倾销税等形式。
