In this paper,through the theoretical explanation of regarding law as a resource and the analysis of the significance of legal resource allocation in regional social development,the author explores the importance,possibility and key points of reasonable legal resource allocation in western development of China.

In China s countryside,there exists some traditional and virtuous customs,which deeply effect human s life,play an important role to restrain and to adjust its behaviors and become an efficient legal resource.

The construction of ruling-by-law in Chinese rural areas should be started out from the following respects:firstly,strengthen the concept development of ruling-by-law in all ways;secondly,promote the transformation of urban-rural structure;thirdly,improve and rationalize the democracy mechanism and implement the villagers autonomy;fourthly,integrate ruling-by-law resources based on objectivity.

The ethical legal resources is useful:firstly,it may guarantee the state s investments to the western and ethical regions to be made good use of.

Of supreme importance is that various legal resources should be optimized in collocation, adjusting them in leverage upon the criminal prevention and control intervening in social lives, increasing the total quantity of social benefits, bringing abou t macro "economic" effect of preventing and controlling crimes.
