服务贸易谈判关税及贸易总协定乌拉圭回合新增加的三个谈判议题之一。经过谈判就服务贸易的多边框架达成如下协议。①范围和所涉及的领域即服务贸易涉及下列因素的交易:跨国界提供服务;消费者的跨国界移动;生产要素的跨国界流动。②一般责任与纪律:最惠国待遇;透明度;增加发展中国家的逐渐参与;国内规定;紧急保护措施;政府采购与补贴;除外责任。③具体义务:市场准入;国民待遇。④逐步自由化，这是服务贸易多边谈判的宗旨，其关键在于各成员国所承担的自由化义务和适应性，服务贸易自由化进程安排。⑤组织条款(争议解决)，与货物贸易一样，其组织条款主要涉及磋商和争议处理，采取联合行动的方式及成员国的经济技术合作。⑥最后条款。其主要是规定缔约方对有关责任与义务承诺和接受的程序，并申明非缔约方若加人本协定，须得到缔约方全体2/3的投票通过。
