目前,对国有资产管理立法的基础理论尚缺乏系统的分析和论述,本文认为,国有资产管理立法应以公共物品理论、现代企业制度理论、社会性管理理论作为其理论基础,并分别对公共物品理论、现代企业制度理论、社会性管理理论的基本内容及其对国有资产管理立法的基本要求做了分析和论述,以期为我国国有资产管理立法提供基础理论指导,并有助于我国国有资产管理立法实践。
