In the autumn of 1928,the provincial government decided to provide work as a form of relief,that is,to build Min Sheng Canal in Salaqi and Togtoh counties where the Yellow River ran through to assist the victims with work on one hand and to find a solution to the frequent flooding of the Yellow River and the inability to irrigate with water from the Yellow River on the other hand.
1928年秋,省政府决定以工代赈,在有黄河流经的萨拉齐和托克托两县,修筑民生渠。
