Mao Zedong advocated that the Soviet regime at the basic levels adopted the representative director system, the representative-resident contact system and the committee system, and united people as an organic whole with Soviet regime, so the Soviet s regime could become the administrator of masses life.

In view of this,we proposed innovating teaching evaluation model and theoretical construction of teaching quality assessment model of college public elective courses which are in "large committee system",the teachers\' teaching and the students\' learning on evaluation objects and stochastic evaluation mechanism.
