唐高宗、武则天时大臣。字宗仁。郑州原武（今河南原武西）人。弱冠以进士及第授江都县尉，累迁为监察御史。高宗上元初，朝廷召募"猛士"御吐蕃，师德以文臣应募，从军西讨，屡有战功，迁殿中侍御史兼河源军（今青海乐都西南）司马，知营田事。武周天授初，升任左金吾将军、检校丰州都督，仍知营田事。师德主管北方营田十余年，自己穿上皮袴（百姓的服装），指挥士卒屯垦，取得积谷数百万斛的巨大成绩。边军粮足，既无转输之劳，又省和籴（政府向百姓收购粮食）之费，获得武则天的嘉奖。长寿元年(692),召拜夏官（兵部）侍郎判尚书事。次年同凤阁鸾台平章事（即同中书门下平章事）。不久,则天认为营田关系到边镇军粮供应,非常重要，又任师德为河源、积石（今青海贵德西）、怀远（今地未详）等军及河、兰、鄯、廓等州（今甘肃兰州以西、青海湟源以东地区）检校营田大使。唐代西北和北边军事屯田之盛，以师德主管时为最。随后内迁秋官（刑部）尚书,转左肃政台（即御史台）御史大夫,依旧知政事。证圣元年(695),吐蕃进攻洮州(今甘肃临潭)，他统兵出征，战败，被贬为原州员外司马。万岁通天二年(697),复起为同凤阁鸾台平章事。圣历元年(698),复充陇右诸军大使,仍检校河西营田。次年,为天兵军副大总管，仍充陇右诸军大使，专掌招抚吐蕃事。同年八月卒于会州（今甘肃靖远）。师德出将入相，总边任前后三十余年，以谨慎忍让闻名。
