东盟自由贸易区1993年10月东南亚国家联盟第25届经济部长会议决定建立的自由贸易区。成立的背景是，东盟成立以后，虽然也促进了区域内的贸易，但区域内的贸易增长速度并没有超过同区域外的贸易增长速度。为了发掘内部贸易和经济合作的潜力，同时在亚洲太平洋经济合作组织的成员国范围内扩大东盟的影响力，东盟决定从1994年1月1日起降低内部关税，并在15年之内最终建立东盟自由贸易区。采取的具体措施是，加速实施有效普惠关税计划，责成东盟秘书处同私人部门进行紧密磋商，制定具体的实施措施，同时采用新的措施加强东盟在工业、矿产资源、食品农业和森林、运输、通信及其他领域的合作。建立东盟内新的增长三角—东部增长三角。东盟还提出建立以东盟为核心，吸收中国、日本参加的东亚经济会议这一经济合作组织的构想，以有利于扩大东盟自由贸易区的作用，但内部的分歧及美国的阻挠使这一构想在实施过程中困难重重。
