全称为对外经济贸易委员会,是各级政府综合管理本行政区对外经济贸易工作的职能部门。主要职责是：(一)贯彻执行国家对外开放和对外经济贸易工作的方针政策、法律法规，研究拟订本行政区对外经贸发展战略和各项政策、管理办法并组织实施。研究制定深化外经贸体制改革方案，加快建立现代企业制度，推进外经贸企业实业化、集团化、国际化建设，监督和管理直属外经贸企业的国有资产。(二)研究制定吸引外商投资的方针政策、发展战略、中长期规划和年度计划；指导、协调本行政区的招商引资工作；(三)负责外商投资及加工贸易项目合同、章程的审批；会同有关部门管理外商投资企业，监督、检查有关法律、法规、合同的执行情况，协调解决有关问题。(注:报关主要涉及程序)(四)研究制定本行政区中长期进出口规划和出口商品、市场发展战略，汇总编制本行政区年度进出口计划并组织实施，指导本行政区进出口反倾销、反补贴以及保障措施等案件的调查与处理，协调管理进出口许可证和配额招标。(五)归口管理派驻国(境)外的贸易机构和在境外兴办的各类企业，归口管理本行政区对外承包工程和劳务合作等业务，协调管理本行政区承担的援外项目、国家政府间的经济技术合作项目、联合国和国外民间组织提供的无偿援助项目，负责与国际友好城市及有关国际组织开展经贸合作工作。(六)研究制订本行政区对外技术贸易的管理办法和年度计划并组织实施，审批权限内的技术贸易合同，指导技术出口工作，归口管理国家限制出口技术、引进技术再出口项目。(七)负责本行政区各类企业对外经营权的审查申报工作，申报或审批外商、港澳台商常驻本行政区代表机构及外国公司分支机构，管理和指导各类对外经贸洽谈会、交易会、展览会及境外来展，审批经贸出国(境)团组。(八)会同有关部门研究制订各类经济技术开发区的规划布局和管理办法，协调指导本行政区各类经济技术开发区的建设。
