halyangz一yuan ka一fa huanjing yingxiang Pingjia海洋资源开发环境影响评价(enviro~ntal influenceassessmentof~ne resources deVelopnlellt)预测和估计某一重大海洋资源开发工程项目(例如海洋石油勘探开发、潮汐发电站建设和海底采矿等)在建设过程和建成投产后可能对海洋环境(包括水文、化学、底质和生态等)造成的影响。它是在大量占有和分析历史的和现状的海洋水文、化学、生物、地质资料的基础上，根据海洋资源开发项目的特点和一般规律，采用模型试验或数值模拟的方法进行的。模型试验的结果能反映现场特征，但由于成本昂贵和研究周期较长而不能普遍采用。相对而言，数值模拟则成本低和研究周期短，故较普遍采用。它除了能重现评价水域的流体运动和可溶性污染物的浓度分布、底质泥沙的搬运情况外，还可以预测由排污量或废水量的改变或纳污水域实际边界的变化对海域水质可能产生的影响。 根据海洋资源开发工程引起的水质、水流、海水盐度、浑浊度的变化和海洋生物的生活习性以及适当的生物毒性试验，可以判断海洋生物物种、种群及群落组成和分布方面的变化，从而对海洋资源开发给海洋生物资源带来的影响作出评价。 海洋资源开发环境影响评价的结果多半以《环境影响报告书》的形式在工程之前提出，它是海洋工程主管部门审批和决策该海洋资源开发项目是否可行的重要科学依据。 (李国庆)
