)un一min gongiion shehui zhuyj iingshenwenming军民共建社会主义精神文明(milit娜-eivilianJointeffOrtsinbuildingsoeialistsPiri-tUal civilization)中国人民解放军各部队同驻地人民群众共同开展的社会主义思想建设和文化建设的活动。在中国共产党地方组织和人民政府的统一领导下进行。是中国人民解放军参加全国精神文明建设的重要形式，是拥政爱民优良传统在社会主义建设新时期的继承和发展。 概况中国共产党十一届三中全会后，中国共产党中央委员会反复强调在建设社会主义物质文明的同时，一定要努力建设社会主义精神文明。中国人民解放军响应中共中央的号召，积极投身社会主义精神文明建设。1981年2月，中国人民解放军总政治部结合军队特点，提出把四有三讲两不怕作为部队精神文明建设的要求。同年9月，北京军区和空军参加华北某地军事演习的部队，同驻地224个村庄开展共建文明村活动，对改善军政、军民关系，增进军政、军民团结，取得明显成效。10月，总政治部推广他们的经验，要求全军各部队大力开展以建设社会主义精神文明为主要内容的群众工作。河北省保定地区驻军与驻地群众迅速掀起了军民共建社会主义精神文明的热潮。1982年H月，总政治部砌 军民一起上党课姐瑞亭摄充分肯定这一活动，把它列为全军政治工作的一项重要内容。随后，同中共河北省委和北京军区共同总结经验，于1983年l月在保定市召开军民共建社会主义精神文明现场会。4月16日，中共中央办公厅、国务院办公厅、中央军委办公厅联合转发了现场会的情况报告，高度评价这一新生事物，肯定军民共建社会主义精神文明活动，是贯彻落实中国共产党第十二次全国代表大会精神，对基层进行综合治理、全面建设的一种好办法，是密切军政、军民关系的一个好途径，也是加强现代化、正规化革命军队建设的一个重要方面。要求各地党委、政府、驻军学习他们的经验，有领导有步骤地开展军民共建社会主义精神文明活动。同年8月1日，总政治部在北京举办“军民共建社会主义精神文明展览”。中央军委领导人邓小平、叶剑英、徐向前、聂荣臻、杨尚昆为展览题词。邓小平题词是:“发扬我军拥政爱民的光荣传统，军民共建社会主义精神文明。”此后，这项活动由点到面，由乡村到城镇，由内地到边疆海岛，在全国广泛地开展起来。
