With the progress of regional science and China s legal construction,regional legal system has become a completely new theoretical view of the idea of ruling the country with law,and it also shows more more obvious importance in helping improve legal construction.

Now the problem existed in the construction of regional legal system is lack of macro-environment and a certain condition,for regional economy can not deduce regional legal system.

Implement the Regional National Autonomy Law in an All-round Way and Promote the Economic Development in Autonomous Minority Nationality Area;

The author in this article investigates the implementation of Regional National Autonomy Law and the protection of developing the economy independently,and discusses the problems of economic construction and the countermeasures of promoting the economic development rapidly and steadily in the implementation process of Regional National Autonomy Law in Durba

The fundamental issue to be resolved of the implementation of the Regional National Autonomy Law is the national development,right of national development is the basic stand and policies on the issue of the nation of the ruling party in China,is the basic content and principles on the issue of nationality in our national constitution and the law.

The study is to analyze recent years(1990-2005) of organochlorine pesticides in the air,soil,water,food and the human body and the level of residual distribution,evaluation of the government departments persistent organic pesticides on chinese environmental situation as well as regional governance pollutants provide the basis for decisions.
