Affected by the orientation in the implementation of families-escaping policy,local governments take more considerations for inspection and the tax-local fiscal needs.

However,in the process of China reforming,labour flow and urban and rural income are in the trend of dual law of contradiction,which mainly results from limited investment in agriculture,unbalanced policies,rigid household registration policy,failed economic structure and employment structure,relative deficient regional transition and backward transition means.
