群众性越轨行为(mass impermissiblebehaviors)某些社会成员的一些偏离和违反社会规范的群众行为。有两种类型:一种是群众由于情绪冲动或认识偏激自发产生的过失或越轨行为;另一种是个别人利用群众情绪有意挑动和诱一导的越轨行为。群众性越轨行为的形成有多种原因，主要来自群众对社会生活中某些因素的不满，这些情绪累积到一定程度，某个具体事件便可成为导火线，诱发出群众性的越轨行为。这种行为破坏力大，社会影响恶劣。有关部门应重视平时对群众情绪的预测，提供适当的表达意见或宣泄情绪的途径，尽量防止此类事件发生。 (李试忠撰王树茂匪巫国审)
