汉景帝二年（公元前155年）分内史为左、右内史，与主爵中尉（不久改为主爵都尉）同治长安城中，所辖皆京畿之地，故合称“三辅”。《汉书·景帝记》：“三辅举不如法令者皆上丞相、御史请之。”武帝太初元年（公园前104年）该左、右内史、主爵都尉为京兆尹、左冯翊、右扶风。辖境相当今陕西中部地区。后世政区分划虽时有更改，但直至唐，习惯上仍称这一地区为“三辅”。《张衡传》：“衡少善属文，游于三辅。”《记王忠肃公翱事》：“公一女，嫁为畿辅某官某妻。”隋唐以后简称“辅”。
