学费受教育者向学校或举办教育的单位缴纳的培养费。学费是受教育者个人教育投资的主要形式，也是个人直接教育成本的主要部分。受教育者个人与家庭是教育投资的受益者，在国民收入的分配中，居民个人占有一部分，受教育者个人或家庭有必要也有可能负担一部分教育投资。世界大多数国家对接受非义务教育的学生都收取一定的学费。教育层次越高，收费越多，私立学校比公立学校收费高。在中国，各级各类学校举办的函授、刊授、夜大学、委托培养，各类长短期业余教育、补习教育、继续教育、培训技艺教育等都收取学费;一单位或个人举办的各种培训也收取一定的学费。总地说来，在中国，学费所占教育成本的比重较小。1983年《中国教育改革和发展纲要》规定，要提高非义务教育阶段学生学费标准，同时按不同情况确定义务教育阶段学校杂费收费标准。同时，鼓励和支持学生参加勤工俭学，对家庭确有困难的学生，可减免学杂费或提供奖学金。
