现代经济学所研究的问题和解决问题的方法类似于人们处理个人、家庭、经济、政治、社会各类事务时所采用的方式。大家知道，要做好一件事情，与人打交道，首先要了解国情和民风，也就是要知道现实环境和所要打交道人的品行和性格；在此基础上，决定相应的待人处事规则，从而在权衡利弊后作出激励反应，争取达到尽可能最佳的结果；最后对所选择的结果及所采用的规则进行价值判断和评估比较。
现代经济学的基本分析框架和研究方法完全是按照这种方式来研究经济现象和人类行为的。这种分析框架具有高度的规范性和一致性。它首先给出想要研究的问题，或想要解释的某种经济现象，即经济学家首先需要确定研究目标，然后试图回答所要研究或所要解释的问题。任何一个规范经济理论的分析框架，基本上由以下五个部分或步骤组成：(1) 界定经济环境；(2) 设定行为假设，(3) 给出制度安排；(4) 选择均衡结果；及(5)进行评估比较。可以这样认为，任何一篇逻辑清楚、层次分明、论证合理的经济学论文，无论结论如何或是否作者意识到，都基本上由这五部分组成，特别是前四部份。
