农村合作医疗的基本特点是：农民个人和农村集体经济在一定范围内共同筹集合作医疗基金；参加合作医疗的农民，患病时所需的医疗费用，由合作医疗基金组织和个人按一定比例共同负担。
由于各地农业生产状况和农民收入水平的差异，实行农业生产责任制的形式不同，合作医疗制度在合作范围、集资途径与方式、享受医疗待遇的范围与标准等方面，也存在多种形式。从享受医疗待遇来看，有合作预防不合作医疗,合作医疗不合作药物供给,也有预防、医疗、药物全合作等形式;从集资途径与管理体制来看,有村办、村办乡管、乡村联办和乡办等形式。这些适应不同经济条件、群众意愿和管理水平的多种形式，有利于合作医疗制度的推广。
