奥兰群岛亦称阿赫韦南马群岛，位于芬兰和瑞典之间，由6500多个岛屿和礁岩组成，陆地面积1481平方公里，人口约 2.2万，96.5％的居民讲瑞典语。首府马里安哈米纳。该岛地扼波罗的海波的尼亚湾入口处，为波罗的海交通要道,历来为兵家必争之地。原属瑞典,后划归芬兰。1809年同芬兰一起割让与俄国，在政区上与芬兰相联系。19世纪50年代克里木战争期间，构筑在该岛的沙皇俄国的防御工事被摧毁。《巴黎和约》(1856)规定该岛实行中立化。苏俄十月革命后，瑞典于1918年乘芬兰内战之机派军进驻该岛。岛上居民开展归附瑞典运动。为此芬、瑞两国发生争执。1921年 6月24日经国际联盟调处,确定该岛主权仍归芬兰,但保证岛民享有自治权；瑞典语为官方语言；群岛成为中立化、非军事化地区。1921年10月20日英、法、德和瑞典、丹麦、波兰、芬兰、意大利、拉脱维亚等国在日内瓦签订条约，再次确认该岛为中立化、非军事化地区,不得设防,不得用于任何军事目的。1922年芬兰就该岛的地位制定特别保证法。1940年芬兰、苏联和平条约及1947年反法西斯同盟国对芬兰和平条约都重申了该岛的中立化原则。
