应急物流是指为应对严重自然灾害、突发性公共卫生事件、公共安全事件及军事冲突等突发事件而对物资、人员、资金的需求进行紧急保障的一种特殊物流活动。
应急物流与普通物流一样，由流体、载体、流向、流程、流量等要素构成，具有空间效用、时间效用和形质效用。应急物流多数情况下通过物流效率实现其物流效益，而普通物流既强调效率又强调效益。
应急物流可以分为军事应急物流和非军事应急物流两种。
应急物流产生的背景
尽管当今世界科技高度发达，但突发性自然灾害、公共卫生事件等%26ldquo;天灾%26rdquo;，决策失误、恐怖主义、地区性军事冲突等%26ldquo;人祸%26rdquo;仍时有发生，这些事件有的难以预测和预报，有的即使可以预报，但由于预报时间与发生时间相隔太短，应对的物资、人员、资金难以实现其时间效应和空间效应。
从宏观层面上看，从我国唐山大地震到美国%26ldquo;911%26rdquo;事件，从到SARS、%26ldquo;禽流感%26rdquo;到近年频发的矿难，人们在突发事件目前表现出的被动局面均暴露出现有应急机制、法律法规、物资准备等多方面的不足，而我国属于自然灾害高发国家，公共卫生设施、国家处突的经验等方面均存在诸多亟待改进的地方，急需对应急物流的内涵、规律、机制、实现途径等进行研究。
从微观层面来看，一方面企业决策所需的信息不完备以及决策者的素质限制等原因，任何决策者都无法确保所有决策均正确无误，另一方面，因道路建设断路等使货物在途时间延长、交货期延长，因信息传递错误而导致货到而不能及时提取等也会产生应急需求，企业迫切需要制定预案，对不可抗拒的和人为造成的紧急状况进行有效地防范，将应对成本降到最低。
