【金融监管方式】实施金融监管的模式行行为准则。一般划分为规范化方式和灵活性方式，前者以美国和欧洲大陆各国为代表，后者主要存在于以英国为代表的英联邦国家。规范化监管方式的特点是，金融监管的各个环节都具有比较统一的程式化标准，监管当局主要通过成文法向金融机构表达其监管意图，对金融机构设定一系列监管比例和监管指标，实行比较经常化的现场检查等。灵活性监管方式的特点是，监管当局与被监管金融机构之间的关系建立在“相互信任”的基础上，实行一种“君子协定”式的监管模式，监管当局的意图主要通过非正式磋商或所谓“道义劝说”传达给金融机构，监管当局一般不直接对金融机构进行现场检查而主要采取非现场监督的方法。这是这些划分方法，并不完全概括各国监管方式的全部特征。采用什么样的监管方式，与各国金融体系自身的特点、各国历史、文化和法律传统有密切关系。从发展趋势来看，为了适应金融一体化和金融监管国际化的要求，不同国家之间金融监管方式的差别正在逐渐缩小。监管对象范围的扩大、市场准人条件的具体和严格化以及现场检查频率的增大，是金融监管方式的突出的发展趋势。
