本文以国有石油企业改制后形成的XJ石油管理局(以下简称XJ石油局)为研究对象展开研究。

全国重点院校之一。前身是北京石油学院，1953年以清华大学石油系为基础创建，是中国第一所石油高等院校。初创时设有石油钻采、石油炼制、石油机械 3个系,7个专业,有教师212人。到1966年发展为有专业14个，教师713人，学生5000多人的5年制石油高等学校。1969年11月搬迁到山东省胜利油田，改名华东石油学院。现设石油勘深、石油开发、石油炼制、石油机械、自动化及石油管理工程等6个系,12个专业。联合国援建的石油勘探开发技术培训中心设在该院。1981年在北京建立了研究生部,1982年在校研究生113人。1983年全院有教授、副教授共152人，在校本科学生约 3000人。1975年以来，恢复和建立了碳酸盐岩、泥浆、重质油品、石油化学工程、石油钻井、石油机械6个研究室。建院以来共有5项研究成果获国家发明奖;1978年有9项研究成果获全国科学大会奖。
