当地费用
当地费用指援助国在向受援国提供的成套项目援助实施中，在受援国当地发生的，并可以用当地货币或可自由兑换货币支付的各项费用。当地费用主要包括以下几项:①材料费。主要包括土建材料、嫩料和施工机械与设备在当地的购置费等。②管理费。包括办公费、差旅费、水电费、房租等。③运杂费。包括材料、设备、施工机械的运输和装卸费等。④劳务费。即支付当地工人工资的费用，及付给援助国人员的生活费和其他各项费用等。⑤试生产费。指建成的生产性项目移交前，在试生产期间所产生的原材料费、运杂费、管理费和劳务费等。⑥其他费用。包括工地购置费、障碍物拆除费、手续费、仓库费、招待费、环境费和关税等。按照国际惯例，当地费用一般由受援国自行负担，但近些年来，有些多边或双边援助机构对某些项目也开始支付由此而产生的全部或部分当地费用。
