苏联国家计划委员会领导下的关于运输问题的科研咨询机构。1955年成立于莫斯科，受苏联科学院领导。60年代初，研究所改由苏联国家计划委员会领导。它在制定苏联运输发展规划和技术决策方面是较有影响的科研参谋机构之一。研究所的任务是调查与研究苏联统一运输网的发展建设、运量预测以及各种运输方式的综合利用和协作等综合运输问题，其中包括改进运输业的管理方法，运输业的发展规划，探索运输业与其他国民经济部门的最佳比例关系，各种运输方式之间以及各种运输方式内部的比例关系等。
