中国人民解放军军种、兵种培训专业人员的机构。50年代初，开始组建。基本任务是培训专业技术兵，轮训部分营以下专业技术军官，组训专业部队、分队。学制数月至 1年。编制和规模不尽一致，通常设领导机关和技术、教学保障部门，编一定数量的教员，辖若干个学员队和勤务分队,配备必要的武器装备和教学器材,建有教室、射击场、教练场、演习场和生活设施。训练基地提供了近似实战的训练条件，使受训人员和部队、分队在较短时间内学完特定的专业科目，掌握相应的军事技能，以适应部队武器装备发展和作战的需要。世界上许多国家军队建立的训练中心，其性质和任务与训练基地相似。
