：If we look it from the aspects of the evolution of the Japanese trading policy and its import restricted measure, we find out that the opening of market in Japan has been accompanied by protectionism, and the government has carried out the principle by remarkable administrative rules and measures, which weakened the real opening of Japanese import market to some degree.
