罗炜，原名何克俭，宁夏吴忠人。中共党员。1977年毕业于上海复旦大学中文系。历任宁夏文化局创作研究室干部，宁夏群众文艺杂志社编辑，《通俗文艺家》副主编、主编、副社长，宁夏人民出版社副编审。1972年开始发表作品。1999年加入中国作家协会。
