由日本农林水产省农林水产技术会议直接领导和协调的农业科研机构。在日本农业科研3大系统(国立、公立大学附设和私营企业主办)中居主导地位。包括1个林业机构、9个水产机构,和下列农业科研机构：农业研究中心、农业生物资源研究所、农业环境技术研究所、畜产试验场、果树试验场、农业土木试验场、蚕丝试验场、家畜卫生试验场、食品综合研究所、热带农业研究中心（以上10个机构均设于茨城县筑波科学城）、草地试验场（栃木县）、蔬菜茶叶试验场（三重县）和农业综合研究所(东京都)等13个专业研究机构，以及北海道、东北、北陆、中国、四国和九州等 6个农业试验场。1987年共有职工4413名，其中研究人员2463名。实行研究人员流动、协同研究、委托和受委托等研究制度以加强合作。此外，1986年10月成立了与民间结合的"生物系特定产业技术研究推进机构"，以促进民间的农业研究工作和农业机械化（成立该机构的同时解散原特殊法人农业机械化研究所）。其基本目标和研究方向为：提高农林水产业的生产力和生产率；适应多样化和高级化的消费需要；保持、培育绿色资源和保护环境；发挥农林渔业和农村、山村、渔村在经济社会中的作用；通过生物工程等尖端技术的开发应用，为世界农林水产业的发展作贡献。
