国际技术转移理论研究技术在国际间转移的规律和方式的理论。 国际技术转移是指作为生产要素的技术通过无偿的和有偿的各种途径，自一国流向他国的活动。技术转移的对象既有工业产权的技术，如发明专利，实用新型专利，外观设计专利和商标权，又有无工业产权的技术，主要是技术秘诀，如图纸、设计方案、技术说明书、技术示范等。技术要素的国际移动不仅采用凝结于最终产品之中运动的形式，而且大量凝结于中间产品、资本品之中。技术的跨国转移除政府间的援助方式进行的无偿转让外，绝大多数是通过政府机构或私营机构以有偿方式进行的。国际间的技术转移采取契约性协定(许可证、技术特许权、技术援助协定、工程管理合同、交钥匙工厂、供货合同、开采资源特许权、咨询)、债务融资(租赁)、对外直接投资(独资或合资经营)和国际技术交流与合作等形式。跨国公司对外直接投资是当代国际技术转移的主要渠道和重要载体。根据技术转移的深度，可分为简单转移和技术吸收两种。前者是指某种先进技术转移至他国后不间能否复制出来，后者则要通过引进摹仿和改良活动复制出适合本地的新技术。关于技术的国际转移和扩散的研究主要集中在技术转移的决定因素、选择条件、转移机制、福利效应等，这种理论研究大多发源于传统的国际贸易理论和国际投资理论，大量采用其结构框架，如产品生命周期理论、技术差距论、生产要素察赋理论、内部化理论、一般均衡分析等。
