To strengthen the protection of the rights of the defendant and improve the status of defendant s actions is the main line of this reform; meanwhile in line with the international trend, the issue of protecting the rights of victims was also had taken note of in this reform.

Therefore,to protect the rights of victims,the next revision of the Criminal Procedure Law should emphasize the relative non-prosecution system and establish it as an official channel of solving conflicts of interests in criminal cases.
因此,从保护被害人权利来说,完善相对不起诉制度,使之成为刑事案件中利益冲突解决的正式途径,应该是新的刑事诉讼修改的一个重要内容。
