The paper analyzes the crucial situations of energy shortages in China and the important role that coal industries play in the development of national economy and the energy resources security strategy, and, especially, brings forth two important national strategies-- the internationalized extension of coal supply chains and the storage and protective exploitation of coal resources.

In solving the problem of deformation in surrounding rocks of the overlying coal entry caused by upper protective seam mining,reinforcing the surrounding rocks by grouting is a feasible method.

The result indicates that during the process of lower protective seam mining,the bed separation .

Mining protective coal seam is the most effective,the most economical and regional preventing coal and gas outburst measure,is also one of measures of main gas control which realizes production in "the high gaseous mine under the low gas condition".
