中国北方军港，清代北洋海军基地。位于今山东半岛东北端威海市,濒临黄海，西连烟(台)蓬(莱),北隔渤海海峡与辽东半岛旅顺口势成犄角，共为渤海锁钥，拱卫京津海上门户。威海卫原为滨海渔村，汉称石落。元称清泉夼。明洪武三十一年(1398)，为防倭寇袭扰设卫，称威海卫。清光绪元年(1875)始建炮台，十四年，设水师提督署，驻水雷营，置制造所和水师学堂等，于海湾南北两岸和刘公岛、日岛、黄岛等地新筑炮台多座，成为海防要塞和北洋海军基地。威海卫为不冻良港，三面环山，口门向东，刘公岛扼其前，形成向东、向北两条航道和进出口，日岛、黄岛、牙石等岛罗列刘公岛两侧，构成港域天然屏障，形势险固。1894年中日甲午战争中，日军因威海卫地势险要、设防强固，决定避开从港口正面进攻，集结军舰25艘，陆军 2.5万余人，由荣成湾之龙须岛登陆，迂回侧后攻占南岸炮台，海陆夹攻威海港。北洋舰队腹背受敌，全军覆没，威海失陷（见威海卫之战）。1898年被英国强行租占，1930年收回。抗日战争中，日军于1938年再次侵占威海，1945年 8月日本投降，为中国收复。1945年设威海市，现为中国人民解放军海军基地。
