In this paper we introduce V-evaluation and U-evaluation procedures——the two quantization evaluation methods,with the more brief and scientific way than others according to some aspects of Fussy Maths,and obtain more brief and available evaluation method and formula,and analyze each features,advantages,disadvantages and its adaptabihties.

Aiming at the complexity of project tender appraisal,and through the combined integrated thought it builds a kind of appraisal model of giving attention to subjectivity,objectivity,function,and balance,to make the appraisal course more equity and scientific,and the appraisal effects more reliable,and this has certain reference value.
