This paper discusses the status of management thoughts in library management at first,then analyzes the three main management thoughts relating to the library:material management thought?resource management thought?knowledge management thought,and brings forward several questions that people in library field should think about further.

It is an effective teaching way that the teachers and the students discuss the questions equally from the identical beginning point,its philosophical foundation is the theory of knowledge notion which is proposed by Socrates and Plato,the philosophers from ancient Greek.

Then,an ontology-based conceptual design knowledge management framework is proposed.
