竞价确定法是指投资者在指定时间内通过证券交易场所交易网络，以不低于发行底价的价格并按限购比例或数量进行认购委托。申购期满后，由交易场所的交易系统将所有有效申购按照价格优先、同价位申报时间优先的原则，将投资者的认购委托由高价位向低价位排队，并由高价位到低价位累计有效认购数量，当累计数量恰好达到或超过本次发行数量的价格即为本次发行的价格。
