补充资料：为什么在城市规划区内进行改变地形地貌的活动必须经过批准
在城市建设发展过程中，一些建设工程需要大量的填工、弃土，建材生产需要大量的挖取砂石、土方，并且城市经常有大量的房碴土，工业废碴，生活垃圾等需要堆弃，也有的是进行营利性质的挖取砂石、土方的活动。这些改变地形地貌的活动在城市规划区内进行，必须要破坏城市地形地貌，甚至破坏河道、防洪道、园林绿化、文物古迹市政工程设施，地下管线设施以及人防设施，影响城市环境和安全以及城市居民的生产与生活，影响城市规划的顺利实施。为了保护城市环境，避免超成经济损失，城市,规划区凡是改变地形地貌的活动必须按照城市规划进行管理。《城市规划法》第三十六条规定。“在城市规划区内进行挖取砂石、土地等活动，必须经有关部门批准，不得破坏城市环境，影响城市规划的实施”。这就要求，任何单位或者个人进行改变地地形地貌的活动必须经符合城市规划要求，按照,规划管理的有关规定办理，经过批准后，方能进行。
