Based on a new climate variability theory “Energy complement each other and balance between westerly jet in winter and subtropical high in summer ”presented by the author in this paper, the flood and drought prediction in China from 1997 to 2001 had been completed.

In this paper, westerly jet, storm track and baroclinic wave packets of upper troposphere in the Northern Hemisphere at summer of 1980?1998 are analyzed by using NCEP/NC.
分析了 1998年夏季北半球的西风急流、风暴轴、以及对流层上层的斜压波活动与气候平均情况的异同 ,并揭示了1998年夏季北半球斜压波活动传播的主要区域、斜压波活动的持续性、斜压波向东传播的速度以及斜压波传播时所具有的明显的下游效应 。

In view of the interdecadal time scale,the summer precipitation has obviously positive correlations with SST in west Pacific warm pool and equatorial eastern Pacific,while has negative correlations with SST in west wind drift and the area south to it.
在年代际尺度上,降水与西太平洋暖池区、赤道东太平洋的海温有明显的正相关,与西风漂流区及其以南的中太平洋海温则呈现反相关。

"西风"（zephyr）高空长航时（hale）太阳能推进uav（无人机）在昼间使用太阳能、夜间则使用可充电电池推进。该机翼展达16米，但重量只有30千克，研制目标是实现在5万英尺（15240米）以上高度连续飞行数月。最近进行的系列试飞除确认其是否具有预期的飞行性能外，还用其中的两架进行了有效载荷试飞，包括首次成功地进行了通信中继演示，在山区地形中实现了超视线通信；以及使用不同的光电/红外传感器，成功获取了光电/红外混合图像并将其视频实时下传。
