Property right system of collective woodland in south China has changed for five times since the Foundation of the PRC.

According to the characteristics of plantation management in southern collective forest areas,this paper suggests that plantation cutting be controlled and managed according to area quota.

Taking Youxi County as the sample,this paper approached the model of taking the forest resource capacity as the mortgage for mortgage loan in southern collective forest area so as to solve present fund shortage problem in southern collective forest area.

In southern collective forest regions,the relationships between each element that affects forestry construction and industry development should be handled properly in order to transform the advantage of forestry resources to the industial advantage and speed up the development of forestry industry.

During the construction of industrial raw material forest bases in the southern collective forest area,there are many risk factors such as natural disasters,macroscopical policies,woodland resources,forest management,financing,relationships between communities,etc.

At present, our collective woodland property use right system is not consummate.

The property right system of collective woodland is the focus which the forestry economics field study at present,the scholars have put forward different reform schemes.

Based on the theories of efficiency of property right system and costincome of system changing, this paper analyzes some prime problems of property right system of collective woodland in our country, and put forward the direction and concrete contents to reform property right system of collective woodland.
