In order to realize Modularization Management,the evaluation contents of R&D project on which based five management mod- ules (strategy,technique,economy,resource and risk) have been analyzed in detail.

To overcome the limitation of the traditional machine learning algorithms in R&D project termination deci- sion,a novel intelligent method for R&D project termination decision is proposed based on support vector machines (SVM)and genetic algorithm(GA).
