duidi guanee weixing weiyuanhui对地观测卫星委员会(C~ttee onE时h Observa-tion Satellites;CEOS)讨论全球空间对地观测战略和政策，协调全球对地观测卫星计划的国际性的中心机构。成立于1984年，委员会由成员、观察员和联系成员组成，每年召开一次全体会议。其成员和观察员由国际上具有发展民用对地观测卫星计划和实力的机构组成，联系成员由对地观测数据的国际用户组织参加。CEOS成员有义务向委员会通报他们的空间计划，允许其他国家和组织无歧视性地获取自己所公开的资料和信息，也有权利了解其他国家的空间计划，取得其他国家所公开的资料和信息。CE06目前下设有信息系统与服务工作组和定标与校验工作组两个常设工作组，以及若干临时工作组。 CEos的主要目标:①通过成员在任务规划和开发兼容数据的产品、格式、服务、应用和政策等方面进行合作，使星载对地观测取得最佳效益。②特别作为空间对地观测活动包括与全球变化有关活动的国际协调中心，帮助其成员和国际用户。③交流政策和技术信息，以促进目前正在使用的或开发中的星载对地观测系统及其所获得的数据的互补性和兼容性;交流对地观测卫星领域里共同感兴趣的问题。 中国国家遥感中心和中国空间技术研究院作为两个成员单位分别于1卯3年和1992年加人了对地观测卫星委员会。经国务院批准，1望抖年中国成立了“中国CEOS协调委员会”，国务委员兼国家科委主任宋健任名誉主席，国家科委副主任邓楠任主席，成员由有关部委局的领导和专家组成，秘书处设在国家科委基础研究高技术司。中国CEOS协调委员会是二目箩)Jll cEOS活动的国家级协调机构，负责协调与组织中国有关部门积极参加国际对地观测卫星和卫星对地观测的活动，组织与协调国内有关部门和专家参加CE06的各种会议和项目的活动，加强国际交流与合作，促进中国对地观测活动的发展。了诊泌护‘
