亦称“证券发行市场”。是指新发行的证券从发行者向投资者出售的市场。证券发行是发行者为了扩充经营资本或资金，根据一定的法律规定和发行程序，向投资者分销证券的过程。发行市场有两个方面的功能：（1）是资金需求者融资的场所。资金需求者可以通过在一级市场上发行股票、债券等筹集资金；（2）为资金供应者提供投资机会，谋求证券投资收益。发行市场与证券流通市场不同，一般没有一个有形的特定场所，有时证券的出售是在发行者和投资者之间直接进行的，但更多的是通过中介机构进行，因此可以说发行市场是由发行者、证券中介和投资者三者构成。由于证券发行过程是证券初次进入市场，故一级市场又称初级市场。
