With the problem of mathematics teachers’ specialization put forward,it showed that the mathematics education reform was necessary.

It was not difficult to find that the theory of the new mathematics education reform was still based on John Dewey’s Pragmatism when we analyzed New Mathematics Curricular Standard.

Then the author put forward a new concept for China’s mathematics education reform— —approach of democratic discussion, a more human method, whose core was to train students’creative thinking.

The key element which course,teacher,student educate as mathematics,reflect in the educational reform of mathematics, it is a complicated social phenomenon,it is a complicated system engineering.

Specialization of Mathematics Education, especially specialization of Mathematics Education Doctoral Program, was an important component of reform of mathematics education.
