Based upon the scarce characteristic of emergency spatial hazard affected resource and the dynamic, uncertain characteristics of its demand, firstly this paper defines the concepts of spatial hazard affected resource class F-demand quantity and demand degree, F-demand quantity law and demand degree law by means of two direction singular rough sets.
