基本养老金
在我国实行养老保险制度改革以前，基本养老金也称退休金、退休费，是一种最主要的养老保险待遇。即国家有关文件规定，在劳动者年老或丧失劳动能力后，根据他们对社会所作的贡献和所具备的享受养老保险资格或退休条件，按月或一次性以货币形式支付的保险待遇，主要用于保障职工退休后的基本生活需要。
1991年，《国务院关于企业职工养老保险制度改革的决定》规定：随着经济的发展，逐步建立起基本养老保险与企业补充养老保险和职工个人储蓄性养老保险相结合的制度。
1997年，《国务院关于建立统一的企业职工基本养老保险制度的决定》中更进一步明确：各级人民政府要把社会保险事业纳人本地区国民经济与社会发展计划，贯彻基本养老保险只能保障退休人员基本生活的原则，为使离退休人员的生活随着经济与社会发展不断得到改善，体现按劳分配原则和地区发展水平及企业经济效益的差异，各地区和有关部门要在国家政策指导下大力发展企业补充养老保险，同时发挥商业保险的补充作用。
目前，按照国家对基本养老保险制度的总体思路，未来基本养老保险目标替代率确定为58.5%。由此可以看出，今后基本养老金主要目的在于保障广大退休人员的晚年基本生活。
