为了在全世界各国推动某项有利于公众的活动，联合国大会指定某年或某几年为该项活动的活动年。联合国要设立专门委员会贯彻执行，也要求各国成立相应机构。现已实施的有：1970年的国际教育年；1975-1984年的国际妇女年；1979年的国际儿童年；1981-1990年的国际残疾人年；1985年的世界青年年；1986年的世界和平年等。
