This paper analyzes main problems in income distribution of natural resources in China,they are as follows: the excessive low price of natural resources,lack of compensation for social cost in exploiting natural resources,unfair distribution among equity,misplacement of government ways to realize income distribution from natural resources and unfair distribution inside the government.

It is not only a united efficient capital system of collecting educational funds in the organizational form of share-holding system,but also it is a capital income allotment system according to possessive stocks(meanwhile at the risk of losing the capital).
