Starting from the financial allowance to the state-owned enterprises,this paper analyzes the problems existing in their management,regarding that the mixed functions of the government and enterprises is the major problem and it leads to various wrong relationships and wrong management.

It is pointed out that to improve the training of skills and to promote the reform,construction,development of teaching for better and appropriate training,schools and enterprises should cooperate closely and break the limitations so that the basic education of technical schools can serve economic construction effectively.
