To accelerate scientific communication and support the innovation and application of knowledge, it is necessary to conduct an effective macrocontrol over the scientific communication and form a corresponding national system of scientific communication.

The objectives of those policies should be oriented by construction of regulations,instruction of policies,strengthening of science and technology communication abilities,as well as enhancing of national capacities of science and technology communication.
